No it is not allowed.
If you cannot get the ball (stuck in a fence, out of play, etc.) put both arms in the air and alert the umpire. This will result in a dead ball.
A dead ball occurs when the ball is thrown past first/third or hits an object not in play. For overthrows, a dead ball typically occurs when the ball passes the dugout line Players standing on a base will advance one. Players running to a base will advance to the base they are running to.
When the ball is caught in softball, or touched in kickball, all players on base must touch their base before they can advance to the next base.
